The Pennsylvania Department of Drug & Alcohol Programs (DDAP) is seeking a dynamic, intellectually curious, and team-oriented Director for our Bureau of Operational Excellence. As the Director, you will serve on the department’s executive team, collaborating with the Secretary, Deputy Secretary, and other executive staff as you plan, organize, and direct efforts related to our initiatives in prevention, intervention, treatment, recovery supports, and related activities. This Bureau’s hard work directly relates to the department’s effort to operationalize our RISE guiding principles of reducing stigma, intensifying primary prevention, strengthening treatment systems, and empowering sustained recovery for people with substance use disorders (SUD) and problem gambling. DESCRIPTION OF WORK
As the Director, Bureau of Operational Excellence, you will be responsible for the department’s innovation and learning, evaluation and improvement, and grant implementation and management initiatives. You will be charged with expanding the reach and types of educational and training opportunities for substance use disorders (SUD) providers, problem gambling service providers, affected stakeholders, and other parties. You will manage staff tasked with improving quality for both internal and external customers as it relates to our work. In addition, through coordination of department-wide efforts, your work will focus on developing, implementing, and tracking measurable outcomes and establishing annual evaluation plans for all department initiatives. You will also be responsible for overseeing the programmatic implementation of state and federally funded initiatives and projects, including the Substance Use Prevention, Treatment, and Recovery Services (SUPTRS) Block Grant. You will work with staff to develop and implement related policies across multiple divisions and bureaus. Work Schedule and Additional Information:
Full-time employment
Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
Six years of professional experience administering drug and alcohol or substance use disorder programs, including three years in a supervisory capacity, and a bachelor’s degree; or
An equivalent combination of experience and training that includes three years of professional supervisory experience in the administration of drug and alcohol or substance use disorder programs.
Additional Requirements:
You must have at least three years of experience developing and implementing at least one or more of the following:
Quality improvement programs; or
Data analysis; or
Grants management; or
Program implementation.
You must be able to perform essential job functions.
